Actually the empire's ranks weren't just depleted. Kamino bred an army of clones to wipe out the empire. The 501st legion managed to kill them off, but they suffered ridiculous casualties. Emperor Palpatine decided that instead of having clones of just a single human, he took DNA samples from hundreds of thousands of humans and set up cloning facilities across hundreds of systems. This way it was less likely that the clones could be turned against the empire. However the 501st was now a shadow of it's former self as there were only a handful of "pure" clones left. The ARC troopers were all killed off by the empire as well as their free will made order 66 useless.
