It's all about the alignment. You see, Cassie is a mean lass, since she's evil, the developers want her to suffer. But Nami, not only is she a good lass, but she's also a popular follower of rule 34, as a result, she's favored by many at Riot.
Serious answer- Riot said they wanted that to be a unique thing for Cass. Joke answer- Nami's tail has 2 points, thus she can put both boots on her tail. Cass can only wear one boot. Why waste gold on a pair of boots if you can only wear one?
Cass can't buy them because she's a snake lady who USED TO have legs, so seeing boots reminds her of what she's lost and actually depresses her into moving SLOWER... after she throws them across the room in a fit of rage.
Nami CAN buy them because she doesn't know what feet are like, so she keeps them and adds them to her collection of artifacts from the surface. Knowing she has them makes her happy and inspires her to move faster. She just wants to be part of your world, yo.
