I have been chat restricted last week, and I said nothing wrong in the chat they showed me. It actually was a good game, but I lost my lane and people reported me. They didn't even insult me in chat, it seemed all fine. It's just number of reports, really. When I report someone for insulting me, most of the time I don't get the instant feedback of their punishment, even when their insults were fully written and clear. Maybe racial words make an exception, no experience with that.
