Poppy is literally the textbook definition of "minimal counterplay". Only champion banned from free week enough said already, but Riot outright admitted to intentionally keeping her clunky and undertuned so as not to ruin League for every other player ( yet she's still broken as fuck even today).

Kennen is infuriating to lane against with a kit that actively encourages him to spam resourceless ranged harass on you as frequently as possible AND THEN ties it off with hard CC to make it even harder for you to do anything about it. Riot themselves said they could have done a much better job designing him.

He isn't resourceless. He is energy based.

Not that it disproves your point, but still, he has SOME ability mitigation besides cooldowns

I kind of have hard time seeing how having to run at someone while not being attacked by everyone else while trying to continually wallop them to death is functional different and yet worse for the gameplay than having an untargetable/instant dash and massive burst, which Roit seems to be okay with.

GP can cleanse the stun, heal off some harass, and his Q even without barrels gives him enough range to force kennen to actually think before he decides to get in AA range. Try playing any other fighter or tank against kennen top and you will see what happens.
