Balance changes won't stop, and there are still holiday events and skins. Things might be a little slow because they're working hard on preseason changes, but Kindred is delayed because of a bug that made you lose Wolf until you died and respawned.
The reason is because they don't want a new champ to distract people from Worlds. Gotta rake in that dough, you know.
