its useful for helping out the mana hungry champions, but it let certain ones snowball greatly like syndra and brand or other particular AP champions who got some serious AP scaling strength so when those AP jungle types played jungle they tended to get a strong boost in AP even if they did not build significant amount of AP but some at least. That or when they give blue buff to the mid laner bully AP champion often.

Red buff losing its on hit damage boon is also nice because it means junglers have less capability to jump in and gank super early, especially since the level 3 krugs instant got killed off. I literally played a ranked game again yesterday for fun since i wanted to see if solo/duo que only would be better then my experience in normal mode draft pick. I ended up with a enemy team that had teemo mid, lee sin jungle and the ezreal they had constantly wanted to spam taunt even when no enemies were nearby to where it was annoying. The Lee'sin opened early game so many times it was silly, it was thanks to the fact the darius in top lane was extremely crappy we were able to deal with their bully style of play (Teemo constantly wanting to roam instead of fighting our yasuo and just plain harass every one).

I was lux support and manage to do quite a decent job at not only melting health down on enemies to set up perfecAP dat team fight scenarios, but some times even 'securing' kills because the enemies wanted to flash escape or lee sin just used his jump in and jump out BS combo to just constantly poke (he got fked alot by Q root. :3)

Never the less it felt at times like the teemo was constantly grabbing red and blue buff when it was ignored and just being a retarded harasser thanks to the on hit and AP damage hike up he was getting with it, especially combined with his E and mushroom Rs.

So in that regard i feel like it grants less power spaz for junglers and roamers and make them more focused on objectives and team fighting then just plain shenigan with clown fiestas to lead into wins.
