[CHAMPION CONCEPT] Windows 98, the Forgotten Hero

I came up with this idea at work! (Reposted here since the mods deleted the first one, despite many other parody concepts being posted in the Concepts board...)

Windows 98 is a melee tank support who specializes in crowd control and zoning techniques and heavily synergizes with cooldown reduction. Windows 98 has incredible AOE teamfight potential, but is gated by high base cooldowns.

#Abilities

Q: Load Time

• CD: 25/25/25/25/25 seconds

For the next 4/4.5/5/5.5/6 seconds, Windows 98 summons dial-up, preventing all players (excluding himself) from seeing any movement on Summoner's Rift or the mini-map over a 0.5 second burst. This effect refreshes every 1 second until the end of duration. Load Time does not affect actual movement.

W: Safe Mode

• Range: 400 radius centered around Windows 98 (800 diameter)
• Mana: 40/55/70/85/100
• CD: 30/26/22/18/14

For 4/4.25/4.5/4.75/5 seconds, Windows 98 reboots the game into Safe Mode in order to load only the bare essentials to the game, temporarily removing all items, status effects, and scalings from all champions within range (excluding himself), forcing nearby champions to use only base damages for any auto attacks and abilites. Champions that walk out of range regain all items and stats.

E: Crash

• Range: 150
• Mana: 80/85/90/95/100
• CD: 15/14/13/12/11/10

Windows 98 empowers his next auto attack, dealing a bonus 80/110/140/170/200(+1.0 AP) magic damage in an area of affect with a radius of 150 and slowing all units hit by 40% for 2 seconds. If the target is a champion, the target champion's inventory items are randomly rearranged.

R: Upgrade

• Range: 500
• Mana: 100
• CD: 120/100/80

Windows 98 "upgrades" into Windows ME, dashing in a line, refreshing the cooldowns of Windows 98's basic spells and causing the next cast of each of Windows 98's spells to have an additional bonus.

Q: Time duration increased by 2 seconds W: Safe Mode grants allies +25 AD and +35 AP on top of their base stats for the duration E: Crash rearranges items of any champions within the AOE radius
