If you haven't gone through and checked every champion's lore since the opening of Universe you may have missed the part where Janna's shift to Piltover is retconned.

Tahm is technically a resident of Bilgewater now, at least for the time being. He is a traveler whose apperance reflects his current home (hence his ratty Cajun look for Bilgewater).
