Sad thing is, people are complaining about things he's always done, with the majority of the hate going to the one thing that got nerfed the hardest: his stun.

Well he is the most picked mid laner and highest performing so thats probably why QQ is happening. You make it sound like this is the same veiger right after his event horizon change that had a 40% win rate.
When I first joined Riven was considered trash. Now she's the poster-child for OP. I don't Fing care what people post here anymore as a result.

He got pretty massively buffed. It was before the buffs where he was trash.

Like... you can still dodge the stun. You can still dodge the e. You can still hourglass the ult.
Personally I find the best thing to do if I am facing a veigar in lane is to either get Tear or Athene's as my mana regen item (Assuming I need it), and than rush an hourglass, starting with arm guard. This way you still don't have much AP built up, and the AP you do have is mostly moot due to the MR on Athene.
If I am playing a mobile champion such as

, than he is basically useless outside of the ult because I can dodge the stun. Playing immobile mages such as 
or 
is harder, but an early set of boots can allow you to literally just walk away from his abilities.
Personally, is my favorite champion to counter veigar because she can poke him from a distance, easily dodge all his skillshots, and effortlessly all in him. My other personal favorites against veigar are:

The problem comes down to he just has extremely unhealthy design. I'm ready for the down votes but it really would be better for the game if his kit was entirely reworked Sion style.

Well, see... Just like when Cass got reworked, there was non-stop QQ about how trash she was, then she had a reliability buff on her Q. Veigar got a reliability buff on his W recently, which has made it to where if your enemy is stupid enough to not buy merc treads, you can put two levels into your E, then max your W 2nd rather than 3rd since it had a 1.2 before it dropped AFTER a .25s cast time. Since you'll never match your E and W perfectly or almost never, you usually casted W about a quarter of a second to half a second after they hit the wall, which meant you had a 1.45s wait before your W dropped with your E only stunning for 1.5s base, but since you went .25-.5s after the stun started, your enemy had .25-.5s long to E away. That's pre-Merc Treads. Post-Merc Treads, the stun total was .975, so you sorta had to level to E 2nd just to have a chance at getting your W to hit, buuuut with a quarter of a second off the drop time since the 1.2s timer starts when casted rather than after the .25s cast time.
He's always had a strong hit, he just lost a lot of reliability on his E and Q when he was give the minor rework on his Q and E, plus his R had been nerfed the same patch. The AP off assists is also nice and equates to about 30-40 extra AP, which is about 30-40 Q farm.
It's still hilarious though to watch people QQ about how OP he is now off the tiniest little buff like .25s off his W. What's worse is they're complaining he one shots with his R when he's always done that... It's like, why would you complain how weak he is before, then claim he's OP for doing the exact same thing he did before when you called him weak? Silly mid lane noobs.

veigar won 3 games during worlds, 2 of which he did nothing and got carried. but because veigar isnt your standard mid that has been dominating LCS for the past year, everyone's head exploded.
