Usually one of two reasons for me.
You're trying to surrender before it's actually clear who's gonna win... Ofcourse in said case it's completely clear.
When it's completely clear, like in the case you're making, ALL THEY HAVE TO DO is sweep you and pop the nexus like a teenage pimple... Which means that if they do that, the game will be over in the next 5 or less minutes... which... let's face it, there is usually NOTHING that you have to do right now that you can't do 5 minutes from now.. (and lets not forget, 5 minutes is being really generous) so I figure, let em have their win, let them play the full game... Forfeits lead to unsatisfactory games...
AND THEN THERES THE CASE WHERE THEY DON'T FINISH YOU
If you and your team manage five minutes of consecutive minion farming (because super minions are pushing up your ass and you can only defend) then you and your team are gonna start closing the gap gold-wise and what seemed like an uber fed champion before is just a guy whos slightly ahead of you now and if you guys manage to pull off a team fight well... lets face it, the game even'd up and if it's been 50 or so minutes into the game (somehow) then you could probably straight push and win the game before they revive.
ONLY QUITTERS NEVER WIN!...
People think Baron and Dragon are like THE game-sealing buffs so often. I can't begin to say how often after a close game the enemy team gets Baron and people are like "GG" or "/ff" YES Baron is strong, it makes minions more threatening and champs more dangerous... but it also makes people cocky, they charge in thinking they can't lose a 4v5 and end up getting their team wiped out because the enemy team without Baron is actually playing carefully. And then Dragon buffs... Do you even know what 6% AD/AP is?... common case scenario for AD, its about 12-24 AD... thats the same amount as a bitch-level item... 10% or 15% tower damage (i forget exactly)... that's roughly a bonus of 10/15 damage per 100AD... and then AP... end game builds range 500-1000 or so depending on the champion so thats a bonus of 30-60 AP...
That's not game sealing, that's just an advantage, one I rate about a 2 or 3 for helpfulness, out of 10. Gaining it's value mostly from the fact that it's something extra for you, that it can't get in your way for anything.
The only REAL factors that contribute majorly towards a defeat are the quitters, because they've lost the will to actually try to win and so now they're not communicating with the team, playing like shit and trying to be toxic in other ways. The AFK'ers are another real factor. Connection issues are also a big factor...
And then to top everything off...
Play to play, not just to win... If you play to win, then you're gonna end up frustrated when you don't because people exist that will always be better than you, so losing is inevitable... But playing for fun is something you can find whether you win or lose... if you're losing, crack some jokes, have some fun in other ways.
Sometimes people just want to win/lose the normal way.
And if they have baron buff and they're pushing at your base, then why not just let them win? It's a 30 seconds difference most of the time. More IP gains. Grace in defeat. All of that.
Well did you see that one UOL vs H2K where UOL had all their base turrets up while H2K had all 3 inhibitors destroyed. UOL refused to close out the game and kept toying with them, let it run to almost 60 minutes, eventually they got aced and H2K actually pushed into their base and took Nexus in one go (The legendary EU Throws).
Then again that comeback required an extraordinary amount of coordination that you don't get in soloQ.
If you are 100% going to lose if they are in your base, not surrendering will give you more IP.
