Except with Taric apparently KSing with Taric is a sign of the persons skill I main Taric and I rarely get griped at for KSing. Maybe it's just becuase I'm http://st.elohell.net/public/chill/dfb9d782d6fe83cbb63d7d678a825f26.gif Probably the latter...
There's no such thing as a kill steal, only kills secured.
Unless if you have to blow an ult or summoner to get it when someone else was clearly going to, then it's a kill steal.

Draven has a legitimate excuse though.
I had a game as support where I got my ADC up 6 to zero over the enemy ADC through some amazing plays on my part. I then accidently KS'd the 7th kill and the ADC rage quit.
I kid you not.
The only time I complain about this is when it is early game because if i dont get the kills, the rest of the team says im sh*t cuz idont have kills.
Once it reaches mid and late game, i dont care in the slightest about it unless the teammate doing it purposely last hits even though he sees me about to get my last auto or even ult. But otherwise, as long as the team gets the kills and it helps us win, im fine with it.
i just take ignite and ks as much as possible then blame the adc for not carrying
any carry or assassin really or if you are just support
When it happens, I tell them it's my tax for carrying them through the first 6-8 levels. (I'm a support main)
