You're late to the party dude, Skarner rework was almost 2 years ago.

Scroll down on that page for a history of past reworks.
You should stick to recent stuff if you're looking for excuses to complain about Riot. Dragging up the distant past just makes such efforts look silly.
Ignoring distant past doesn't remind the forgotten issue.
its a crap rework and virtually made him weaker in everyway
You're not wrong. And he really does need work.
Gonna be honest here, most of what I see from you on the boards is negative, spiteful and unhelpful content. So I did assume this was more of the same. Maybe I was wrong about this post.
My apologies if you were being legitimate here.
i do not play around when it comes to skarner. they made him weaker in every single way compared to the previous rework. I can make several points about how he is weaker. Cant split push check, cant 1v1 very well check, cant clear efficiently check, can barely gank better,
Aight then, I support you here. Skarner needs work.
Hopefully he will be put nearer to the top of the Champion Update schedule. It will probably depend on how good of a direction they can develop for him as well as how efficient or convenient it is compared to the other champions that need reworks. We can help this process along by proposing unique or interesting design ideas and gaining traction with them here on the boards.
It's frustrating, but unfortunately some champions have to go a long time without reworks (and skins) before Riot has something concrete to go off with them. For example poor Yorick, and "Seth, the sand mage" which was turned into Azir after the sand soldiers design idea, and "Ao Shin" which became Aurelion Sol.
undue the rework and problem solved
I'd have to look at past Skarner again to see if that might be appropriate. I have my reservations though because usually Riot reworks a champion to modernize them and to fix game health issues or binary kits. And I suspect that these were probably the reasons they reworked him in the first place.
Personally I'd rather they rework him and give him a proper modernized kit without the spammy low-decision abilities that he has currently.
Wrong Boards, this belongs in gameplay.
