It scales with bonus movement speed, so it would only reduce its speed because he would get less MS from items, but it would be negligible.

mybe 10 more, bcs , he will use his e, he will 2 shot kill you with his 100% crit in 20th min of the game and he will then ski to other of your allies who are also lower mmr(silver for example) , to do exactly the same just a bit faster , and yasuo is platinum btw because matchmaking system wants so XD

The "meh" was good because it packed a f*cking wallop. If you played Zac before his changes, went top and maxed Q, the amount of trade damage you did from it was ridiculous. The new ult is actually nigh amazing. The ability to move a specified amount of people a large distance to a designated location is hard to utilize, but with high level teamplay, that's game changing. Do that into an ori or malph so they can get their ults on the targets, and the teamfight is mostly over.

He was reworked because of 3 reasons.

After E-R, he became a bad Mundo/more damaging Sunfire Cape.
He left Wukong out of a job as his ult was basically the same except enemies were displaced a bit. Other duelist were better than Wukong and Zac initiated better than him, so there was never a reason to pick Wukong.
He could've delivered on the goo man fantasy a lot better. So Riot set out to do just that.

Reworks aren't always balance related. The entire ADC and mage updates were there just so that champions of those classes could have better identities and reasons to be picked other than "This one is in the meta".

They kinda have with the 10 ban system. All three are banned in over half of all draft-mode based games played.

As a guy who used to play Zac, this kinda kills me on the inside.

Zac may not be as fun. But he is certainly much stronger. He has a incredibly high ban and pick rate.

Not as fun?!?! That's the one part of his reworks that was super successful. His kit is one of the most fun in the game period right now. He is certainly overtuned but he is beyond fun to play (way more than his old e in then blow everything in your kit the second you land gameplay.
