The other version is better, I think.
I really hope they re-buff him, his E is so crappy right now. before it allowed you to do some cool maneuvers but now it's been reduced to mostly an escape mechanic. at the very least he could keep the knock up so he can synergize with 
. I don't really mind the no attack speed for cooldown thing since I just build 
and his attack speed is just fine then.
I love late game characters but now he feels more like situational champion than hard carry. I find it hilarious that Riot wants us to use his soldiers in strategic way while over half the league got mobility skills that make our W>Q irrelevant.
His lane feels like a chore right now. You are forced to farm for not one but at least 3 core items or you will be garbage comparing to Viktor or Ahri. At least his shield should get a buff, it clearly has its downfalls and weak points, why would it not get a bit stronger after removing a knockup.
