why won't they nerf lulu utility

these two champs bring alot of utility to a team fight without really trying. Infact i'd rather you make Nerf something other then damage. They can shield and speed up there team.I have been playing for a month now and never have i seen lulu picked as a support it's and lulu her on the same team it as much fun as having cancer
