So why are these so tremendously weak?

3 Flat armor quints gives 12.78 armor at level 1.

3 Scaling armor runes gives 1.14 armor at level 1 and 20.52 at level 18.

Why give up 11 armor at level 1 for a whole 8 extra armor at level 18? Armor is much more effective at level 1 anyway.

They don't even equal out until level 11.

Does Riot purposely make all per level runes really weak?

That is actually an extremely good point. Too bad I don´t use armor quints.

The goal with the nerf to flat armor seals was to make other seal options more attractive without straight buffing them. The +4 armor buff to all champions was based on the fact that everyone is so accustomed to starting with quite a bit of armor and without it people might just run flat seals anyway even if they are trashy because it feels more familiar.

Flat armor seals were never nerfed because quints are quite healthy and there is a lot of variety, and they don't need to be nerfed to increase the variance in what quints people pick since that variance is already there and hardly anyone runs flat armor quints anyway.

There are always seals. By lv six they give you 9 armor, so much worth.
