@Riot - changes to make URF a permanent "balanced" game mode
Hey Riot, I have greatly enjoyed Ultra Rapid Fire as a fun, escapist game mode. Additionally, I think there is a permanent game mode to be found within the concept for URF. To that end, I have a suggestion for some changes to the URF concept/buff that may make it more balanced and fun as a long-term addition to League of Legends:

Change the cooldown reduction. Instead of the global 80%, which is crazy and hilarious but breaks many champion abilities, give everyone 20% CDR that increases by 1.75% per level gained, to a max of 50% at level 18. This will still make the game fast-paced, but it will prevent champions from being outright broken out-of-the-gate. It will also encourage people to still invest in early CDR items that they can sell off late-game as they hit the 40% baseline CDR cap. Summoner spells would have the same 20%-to-50% scaling as base abilities. I leave it up to you to decide if this should stack with the ability power CDR masteries.

Give champions life regen related to their bonus mana regen. This is to allow for items with mana regen on them to avoid losing utility. I don't know the right ratio, but something appropriate that isn't too big.

Give champions some portion (50%?) of their bonus mana as life. This is to preserve the value of mana items such as rod of ages, etc. Since large mana pools are now only useful in three main scenarios (Ryze, Muramana, and Arch/Seraph), this would encourage people to still purchase items like rod of ages.

Include life costs in the free abilities. Right now, champions with that mechanic are severely limited.

Enable all champions. Without the early game 80% CDR, and the fact that late-game cdr would be capped at 50% instead of 80%, I think that everyone would enjoy a faster-paced overall game that got crazy late-game, but without the complete imbalance found in the current URF.
I think with changes similar to these, URF could be a very fun, fast-paced game mode that people could enjoy with all champions.
