i just dont get why it was introduced in the first place. it was pretty obvious that we needed to buff the SS we already had instead of introducing another one making summoner spell diversity nonexistent for the ADC role
is there any plan to remove this spell for season 4? it just has no reason to be here

At the start of the season, it was a significant choice for ADC's to take ignite, barrier or cleanse. The meta has since decided that barrier is better for ADC's, except sometimes when cleanse outweighs it. I think with some tweaks all three could be valid choices.
Barrier was a good idea that was implemented poorly.
In an ideal world, barrier > ignite, ignite > heal, and heal > barrier. Unfortunately barrier is just too good a defensive spell, and so the interaction between heal and barrier never actually happened.
