Rejuvenation Bead

Why is Rejuvenation Bead kept at such a low cost?
I don't see any justification therefor.

It's counterpart, the Faerie Charm
has such a low price because it builds into many, many mage items and was once useful for supports to buy as first item or in-between item, as it still is now.
But every item the Rejuvenation Bead builds into has increased HP5 and a high combination cost, save for Spirit Stone.

I'd really just like some feedback with your thoughts on this ^^
Couldn't the Rejuvenation Bead be promoted to an actual starting item at 300 gold cost and a better gold value?

I would love to pick one or even 2 for champions that need sustain early, but the fact that it build into:

-tiamat --> only for DPS champs

-aegis --> situational pick for MR (but only uses one), rarely rushed

-warmog --> almost always there are better choices (and only uses one), never rushed

Make it less appealing for, for example, tanks that need sustain because is not build in in the kit and can not build spellvamp/lifesteal because they do no damage. Zac is an example, but if it build into life+armor or something similar i would buy it on malphite and sejuany too

That used to be regrowth pendant and meki pendant, they got rid of them iirc because they didn't lke an item that looked like it should be a starting item do so little and not let you buy other things like potions or wards in great quantity.
