Why does fiddlesticks have an aura passive?

I was forced to play fiddlesticks for the first time last night in MM and I noticed something odd about his kit: he has an aura that basically gives free damage to the rest of his team. Why is this allowed? I thought auras were a no-no. One that lowers the MR of the other team seems kind of potent, particularly in a team fight.
