Inhibitor and Nexus turrets should only regenerate while out of combat, not during
Just had an instance as Caitlyn where we were sieging an inhibitor turret, but got forced to retreat by Wukong's ultimate. Guess how much health the turret had.
Honestly, it'd both make more sense if the turrets couldn't regenerate while being attacked, and would allow said regen to be slightly buffed if that were the case. (Minion damage should not prevent its regeneration, though.)
