Can we have some sort of system for DC/AFK in ranked?

So I'm making this thread because, in my past four ranked games, I've had 3 disconnects for over 15 minutes that contributed to our loss. See this? This ain't cool. I'm losing points for things beyond my control and people are gaining wins (Deserved or not) simply due to being off a player.

Now, I understand this is bad luck on my part. Yeah, it sucks but hopefully it'll stop. But still, I'd like at least something in place to deal with this for the cases where it's just a once-in-a-while thing.

Maybe the first DC you encounter per 24 hours (IE: A champion doesn't move or isn't connected for 15+ minutes) gives your enemy LP but you do not lose some. Maybe we can have some sort of safety net so people don't lose points simply because one team had one more person? Hell, give a level/gold/whatever advantage.

ANYTHING is better than a huge disadvantage and a pretty inevitable loss. :\

Why specifically for ranked? Its just as frustrating for those of us who don't play ranked. Isn't this where the loss forgiven thing comes in anyways?

Well the thing is that brings a new problem. Lets say its a 5v5 and your extremely behind and there is like no chance of coming back. So your team then bullies the worst player on your team to DC so they(the other players) won't lose LP. This then creates a situation where someone is bullied and bullying is never good.

Saw the discussion and decided to chime in. Here are my thoughts on the issue.

Have tribunal handle the issue by voting to uphold punishment of afker in said game and prevent loss of lp points. These points would then be given back after player reached a new tier in rank, so say from silver 5 to silver 4, proportional to their mmr at the time. You would get less lp I know, but its a more even proposal and for your Riot employees potentially reading this it would cause incentives for people to play more ranked.

Two, the reason I proposed the tribunal handle the case is so that Riot can keep their money from having to pay their employees to review case after case. Win for them and also a win for summoners as lets face it we summoners are better at problem solving than Riot is on a good day. Now Riot may yelp at the idea of having to record a game for review but lets be realistic. There are not all that many d/c games when compared to the thousands of games take place at any one time so its not going to kill you riot to use a little bit more server space of this solution. Actually when compared to the benefits I believe it pays back with happier summoners rather nicely.
