Where are the rune changes?

Its pretty simple. The title says it all. Were are they. Are you going to delay them another season?

There was a post in GD over a month ago about how in February they would start the ball rolling. Hate to break it to the world its Feb and not a single thing is has been added to the PBE yet. Riot mentioned that they wanted to work on runes PRE-season 3. So plenty of time has been had to have ideas done.

Why is riot waiting so long on this. In season 3 the official stance was we didnt want to shake up the season with a major change. This season the line was that we had to much on our plate on pre-season 4 so we are delaying this. This is funny cause why is season 4 allowed the disruption but not season 3?
