Why does Cleanse not remove Grievous Wounds effects?

Heal doesn't remove GW anymore, which is a good thing to stop top-laners from abusing the hell out of it. That said, not being able to remove GW effects without a QSS is annoying, and I think that Cleanse could be a good place to enable such a capability.
