@Xypherous: Since you're adding an item that adds "mana-steal", what does that say about mana burn?

We all know mana burn was removed from Wit's End because it was toxic against tanks, but with the upcoming Essence Reaper causing its wielders to restore mana per attack, this makes me wonder if mana burn may make some kind of return in the future.

Now, to avoid making it too powerful against low-mana tanks, I would change it to burn a percentage of the target's current mana per blow instead of a flat amount of mana. Against targets with low mana, it would basically have no effect, while against high mana stackers like Ryze or Anivia or Blue Ezreal it would ruin them.

Any thoughts?

The major difference here is that the Essence Reaper restores mana on hit, it doesn't steal it.

Restoring your mana by attacking allows you to cast more spells - fun.

Having an enemy take away your mana so that you can no longer cast spells basically takes away any opportunity to respond - not fun.

Mages already have a hard time vs sustained damage champions. Mana is supposed to be a self gate to give the mages a resource to manage. Mana burn basically negates that player's choices. If they are low on mana and the burn takes it all away, it's basically the same as a silence. If they are high on mana, it doesn't really do much.
