Mini-buff for Rammus. Ok?

Despite the introduction of Quill Coat, Rammus still has lousy clearing capability without a Sunfire Cape. For those of you who argue about his gank strength, it's kinda easy to counter compared to someone like Vi or Sejuani.

I think our Armordillo needs a minor buff to help his jungle speed. Here's how:
