I'm eyeballing her kit and it seems to remind me of some toplane champs.
That seems to be the basic requirement of a lot of champs who play top. Yet she's never played as such. It is just her passive which is an issue with her going top or something else?
Most tanky supports can technically do top lane too, but usually they lose a lot of their power going top. what makes them strong supports is that they function really well in group settings, and in top lane your usually all by your lonesome for long periods. Give it a try though for funsies though.
you're missing sustain, and she doesnt do very well in trades against enemy top laners since a big part of her damage requires a team mate to proc her passive.
that being said it can be done, triforce bruiser leona is a thing, you just don't see it often
