UNIQUE Passive - Rage: Damaging an enemy reduces their movement speed for 1 second and increases yours by half the reduced amount for 2 seconds (52 on melee, 40 on ranged). Kills grant 60 movement speed instead. This effect is halved when proced by ranged champions and DoT effects.
I'm just throwing this out there.
On certain champions it's better than Trinity, while it's an AD counterpart to Rylai's.
I chose to make all damage sources proc the effect because anyone who auto-attacks enough to use the current Frozen Mallet can just as well buy Trinity.

So it's mainly the heavy AD champions...
As to the item : It incorporates AD HP and Armor and therefor everything Riot hates in one item (or at least so I'm told).
The HP, Armor and even the AD aren't much, and are only supposed to make the item more attractive to the clientele. That is, apparently, AD Hunks that are matched up against other AD Hunks.
It offers a path for people who don't fare well with Trinity (because of the mana,** or** because they don't can't proc Sheen as much), but still want a way to have more in-battle mobility and security.
A Rioter once stated the problem with Frozen Mallet is that is gives people who already have the ability to stick to their targets help doing so, and doesn't help the rest.
Well I'm saying "F-you" to that problem and'm simply changing what the item is supposed to do.
Garen can use it to ensure he gets his combo off, while it gives him some nice stats.
Renekton's the same, he can stick to his targets well enough, but this ensures they don't escape.
Shaco is OP.
Mantheon can make sure people stay in his Heartseeker Strike.
Zed, so people just don't flash and off away, making him waste his ult.
Mundo so other people can't go where they please.
Riven ... because stats.
Talon ... uhm ... it seemed like a good idea to me ... ( I don't play Talon ).
Lee Sin, because while Trinity is good it makes him waste gold.
Sivir, because she has large amounts of AoE damage and can use it to be more effective and to kite (kiting-> security).
Ashe's the same.
Wukong is similar to Garen.
Jayce ... uhm ... ... Talon.
Miss Fortune is like Garen and Ashe and Sivir.
Vayne for kiting.
Frozen Mallet would no longer be the tank item that is supposed to let Tanks stick to their targets, but rather an AD item that gives champions like the ones I suggested more security, while staying relatively offensive (55 AD isn't that much).
I'd buy it as 5th or 6th item on most of these champions, except for 1 and 2. They could use it as 3rd-ish item.
And FYI Riot is seriously considering deleting Frozen Mallet, so it doesn't really matter anymore if the item is drastically changed.
It doesn't do what it's supposed to, so why not give it a new role?

The slow really isn't that strong. At best it's a 9% Ms steal, at worst 3%.
I'd like a way to make it better, without making it OP ... hmm ...

Changed to make the slow stronger, but shorter so it isn't as perma-slow-like (see current version).
Now, at best it's a 16% slow and at worst a 5,6%.
You get 26(13) / 20 (10) movement speed, which is at best a 8% ms buff and at worst a 3%.
The mobility you get isn't as much as Trinity gives (8% + 20 on-hit), but the slow and the unique stat combo the item gives compensate for that.
