What does S4 have instore for Non tank, Non poke, Non kill lane, Dedicated supports?

I mean true supports as "Non Tank (No thresh, Alistar, Leona, ETC.)" "Poke is not main purpose (No Annie, Lux, Nid, Zyra ETC.)" "Not a kill lane" and "Main purpose is to sustain or boost team/Marksman". To me they include Kayle (Full healer Kayle not damage), Soraka, Sona (Before she got the nerf bat to oblivion and beyond), Old Karma, Taric, Janna, and Nami. What BUFFS are we seeing to them? Not changes, and things that aren't made to make them "More offensive". I consider anything to make them "More offensive" as a nerf and a change to the point of the champion. I am looking for dedicated healing buffs, Aura buffs, ETC.

I believe that they just announced Pre-season four changes to supports and they mention Janna, Taric, etc in the roles and positions changes.

They made Soraka more synergistic and are changing how AP affects the support spells like Lulu dash.

They made Taric's passive work on all his spells.

AS a general rule, supports in S4 should see some more gold coming their way. Edit: I just read the pre-season changes, and they seem to do the job for the most part

wait if you go full healing kayle wouldnt you also do damage since you know... healing and her kit scales on ap?
