Question about Viktor Red Augment + DFG interaction

I've been having a lot of fun with lately. I had a question, though, about his interaction with and :
If I activate DFG then hit someone with E, assuming they take full burn from the death augment, will they take 43.2% burn from death or 36% burn? The reason I ask this is that there are two ways to think about how it would be applied:

E x 1.2 = 120% ; E x .3 x 1.2 = 36%
E x 1.2 = 120% ; 120% x .3 x 1.2 = 43.2%

Does anyone know which one it is?

I've been maining Viktor for some time in Season 3; I do believe the E damage over time applies both Liandry and Red Augment for the DFG buff duration.

I guess a better way of phrasing my question is: Is the dot from item 3198 based on the listed damage of Deathray or the final damage of Deathray after debuffs/etc? Also is it based on pre- or post-resistances?

(edit: probably should note that I am automatically assuming that the actual dot is being improved by 20% while the DFG debuff is active, so the whole issue is "on what damage is the dot based")
