I fail to see the problem with feral flare being the way it is.

If you are going to devote so much of your team's resources to playing safe and with the expectation that you won't receive many gank if any, isn't that a kind of tradeoff strategically?

And even the jungler has to give up a summoner spell to take smite, so he makes a strategic tradeoff too.

I mean its not like we don't have uber safe farmers that scale. I can think of quite a few, malzahar, ziggs, renekton, caitlyn.

Whats wrong with having a safe jungler that farms to be an influence? Everybody else does it. Is it just boring to watch?

Maybe thats the problem with letting the balance of the game be dictated by what is entertaining to watch rather than what is interesting to play.

I'm not sure I buy the premise that farming the jungle all by yourself for 20 minutes is interesting to play. But, leaving that aside...

The game health issue at hand here is that FF junglers have completely crowded out all other junglers. None of your suggestions really change that state of affairs.

People are afraid of the "infinite" damage Feral Flare brings.

The highest I've gotten on feral flare were on either yi or xin, and had about 20-ish stacks. This was after the nerf to get feral to evolve from wriggles at 30 stacks instead of 25. I still consistently gank at level 3 and finish feral flare at about 20-25 minutes. The longer the game drags out, the stronger you get with feral flare. That's kind of the point, as opposed to selling your jungle item at level 18 for that last whisper or whatever.

Also, if the problem is the infinite damage, then Nasus and Veigar would both be in trouble because theoretically they can both get infinite stacks but that's not realistic.

Well, there's your problem. You gank.

If you don't gank as a FF jungler, you can get your FF by something like 13-15 minutes.

I don't see ganking as a problem...

Junglers with high attack speed and/or basic attack enhances (Xin Zhao, Skarner, Master Yi, Shyvanna, Nasus, etc.) benefit well from Feral Flare. While it does not mean you cannot gank early, it is highly recommended you farm the jungle as hard as you can. That means you should not gank until you absolutely have to. Once you have Feral Flare, you should weave your ganking and jungle farming until late game. Feral Flare only becomes more powerful the longer you hold it and farm with it. While it still has the potential for infinite damage, it is actually fairly balanced as it cuts off the mana sustain (without taking blue buff) and powerful stats the Spirit Stone items provide. Feral Flare is an admittedly selfish jungle item, but used correctly by a strong jungler, it can be more beneficial to your team than the more support/utility based Spirit Stone items.
