Fully agreed. When I first saw the PBE notes on ER, I thought "Oh that's cool, but that's a LOT of money before you start recouping mana and by the time you get that money together for it, your mana issues aren't nearly as pressing" so I figured there would be a smaller component made to give a smaller taste of it's benefits a bit earlier (a la 
).
Haven't had a chance to use it too much (play mostly tanks myself), but from the outside, it seems to be a bit of a "win more" item.
I wish it were more like Athene's build path and had a Chalice pit stop halfway to finishing the item. It would make the mana passive arrive earlier.
You deserve 10 upvotes. Riot, please use in the build path. Mana items should be bought early, and is much easier to afford early than
