Let's invent a new champion. He has no spells or abilities save his ult, which he doesn't get til level 6 as normal. He has high base stats across the board to compensate... but no spells at all.

His ult does one and only one thing. It is a single-target spell that immediately kills an enemy champion with twice their current health in true damage, making it impossible to survive barring MASSIVE shield stacking or a very well-timed hourglass. Kinda like Garen's ult on steroids. His ultimate has a piss poor range of like.... 300 units. A little over melee range, but still short. It has a cooldown of 60 seconds... lowering to 40 as you increase it's rank at the levels that you could normally rank up your ult.

Is this guy balanced? Or not? Discuss.

I think there's enough target access for a champion with no dash to eventually get to most targets in a semi-reasonable amount of time. Boots, item 3742, item 3800, Ghost, Flash, that sort of thing. Such a champion would basically be a delete button for the enemy carry, perhaps played as a tanky support due to having no scaling of any kind. There are also abilities for team mobility, like Thresh's lantern, Kled ult, Ryze ult, and Tahm ult, which would help this champion get in range for that delete button. With that CD, I think the champ would be overpowered, not balanced. Of course, the bigger question is whether that champ would be balanceable for healthy gameplay, which it obviously isn't.

no, that is not balanced he makes each fight a 4v4 at worse, taking out any enemy no matter how strong, and can carry support/utility items
