So you just decrease it's cooldown comaparative to his Bonus AP. Yea, that's kinda dumb. I died because I expected his strongest basic spell to be a little more than a 4 second cooldown......

Oh shit, that is pretty ridiculous.
And it'll still never hit anybody. The ability has a 4.5 second cd with max cdr anyway.
It does a bunch of damage for sure, but it's so delayed and small that you'll just never land it unless someone walks into the stun wall, which is Veigar's only good ability really.
Every 50 stacks reduces its CD by 10%, with diminishing returns.
So with 500 stacks its like 64% reduced before CDR, which is then reduced by 40%. Its super cool imo
