Why is Swain getting a skin before Shen?

Seriously? I feel like I'm losing my mind at this point. How has Shen gone for so long without a skin and Swain gets a rework AND a new skin?! People used to fight the point that Shen didn't receive one because of his newish (at the time) rework. Well that point is now invalid. Riot claimed that Shen rework was a 'Thematical dissapointment' and we're two years on with no changes at all visually, thematically, or gameplay wise.

This has become meme worthy.

Swain has been waiting for a long time and this is a skin that has been requested for literally years. I can understand why and it's about time. Shen deserves skins too and he'll hopefully, along with other deserving champions, be coming soon on the list.

Because maybe skins team decided "We're doing a Swain skin" And not "We're doing a Shen skin" ?

Because maybe everytime someone complains about shen not getting a skin, Someone shoves toothpicks under the skin team's fingernails and makes them code another ahri/ezreal/jhin skin?

I mean, it's fucking dragon master swain. Riot has been wanting to make it for ages and the only thing stopping them was Swain's model rig was too old to make high quality skins. It's no surprise they're gonna spring on the opportunity to make it first chance they get.
