i couldnt care less about the toxic crap he says and getting him banned wont make me feel an ounce more accomplised, with that being said he does deserve to be banned for two things.

See, my problem is that Riot will not confirm with proof there were other reports on Nubrac. We only have Riot's word on that and I'm leaning towards "we're covering our asses on this." On top of that, we have more than enough evidence that NB3 deliberately went AFK in retaliation and was consistently toxic while supporting retaliation behavior, none of which is acceptable.
So right now, Nubrac deserves to be unpunished as long as Nightblue3 remains unpunished for undeniably worse behavior.
