Why is the Singed skin called "Black Scourge" instead of "Plague Doctor"??

Probably because he spreads disease instead of curing it.

The plague mask thing is just to look cool, he's supposed to be the embodiment of the black death. Hence the corpse as his poison vial, as the black plague spread through corpses.
