Anyone else think new Essence Reaver might bring E max Lucian back with E spam and doubletaps?

Base max rank CD is 14 seconds. Which means (without factoring any cooldown) getting Essence Flare will allow Lucian's attacks to refund 2.8 seconds of his E. He double taps so it'll be 5.6 seconds. Then Relentless Pursuit has it's own passive which reduces it by 2 seconds per shot so that's a grand total of 9.6 seconds. So he can dash every 4 seconds if we only count those 2 instances of auto-attacks with 0 CDR.

With 40% CDR we have 8.4 second base cooldown so it will refund 1.68 seconds per shot with Essence Flare so 3.36 seconds per doubletap. Relentless Pursuits still lowers it by 2 seconds per shot when attacking champions. So altogether it's a 7.36 seconds shaved off, leaving it at a 1 seconds cooldown with just one doubletap. If somehow they fit in the inspiration tree they can get 5% more CDR and it goes down to .7 second cooldown.
