When the opposing bot can spend the entire level 1 auto-attacking you instead of minions
And they STILL hit level 2 before you, you know your adc is useless.

No, the reason they hit level 2 before you do is because when you attack the enemy instead of minions you draw minion aggro, resulting in their minions not attacking yours which in turn pushes the lane towards you, which of course is a result of your minions dying at a faster rate since they are defending against a champion and not minions, giving the enemy more EXP than you (since the minions are dying faster).
That or you have a Mordekaiser bot
