Those who are regularly reported as toxic can be referred to counseling. A permaban for toxicity results in the creation of an intervention. Those who think they're doing their teammates a favor by calling them "trash" can be screened for psychopathy. And employers and schools will be notified of people caught drop-hacking. If they're not above cheating to win a game, they're probably not above cheating in other areas of life.
On top of making the community better, Riot leadership doubly wins because they can frame it as "an initiative to curb verbal violence and discrimination against women".
