In my opinion, I think it's because her q has a fairly long range of 1250 and she does have some form of mobility/kiting (but not hard mobility like dashes and blinks) and peel (but not hard) through her passive, ult, and e spellshield so that her aa range of 500 seems reasonable.

Her E is basically a triple static proc with more targets.

Because she doesn't honestly need more range. I've played Sivir extensively for years and never found her range to be an issue. She has plenty of ways to stay in range during fights (passive, ult for big chases), and she can harass from long range in lane, so she doesn't actually rely very much on right-clicking her primary target. Usually you just attack whoever is in reach and your ricochets will find their way to the back line.

lol with the static shiv meta pushing power is literally irrelevant. All adcs 1 shot waves.
