Was the Nami E buff necessary?

Now I am not calling her overpowered by any means, but the buffs she received to her E, Tidecaller's Blessing, was completely uncalled for and unnecessary. If you are are unaware of the changes that came out it have posted it down below.

BLESSING: Empowers the target's next 3 basic attacks ⇒ Empowers the target's next 3 basic attacks and abilities (AoE spells empowered by Tidecaller's Blessing deal 33-66% less damage to non-champions)

Now this may not see like much of a change at first glance since most ADC's rely on their auto attacks to dish out damage instead of their abilities, but consider mages bot lane such as Cassiopeia who with conjunction with Nami's new E. There was no doubt in my mind that within minutes on of the new patch rolling out on the lives serves that her win rate would drastically increase. Within 24 hours Nami has gone from a 50.5% WR to 52% according to OP.GG. There are many other champions that need buffs more than Nami. I am honestly not sure why this change decided to go live.

Riot wants mage bot lanes to be more of a thing. Part of what inhibits this is a lot of supports are designed to lane with adcs and not mages. I imagine this Nami change is them testing the waters, no pun intended.

I did wonder if a nerf to slightly offset a straight buff would make sense. I guess they really want an Enchanter meta for worlds. With August (a support main and typically designs ADCs) starting on a new project and another Marksman in the pipeline, both likely this year but not really soon, Riot no doubt has an eye on a meta surrounding these.
