Is spectator delay now 15 minutes?

I haven't played LoL for months, came back recently and it seems like spectating matches are 15 minutes behind now instead of the previous 3 min.

I can't find this anywhere online though. Is it really 15 min delay now?

I see a friend is in game for 20 minutes, spectate him and it's only at 5?

Does the timer start when he starts queue/lobby or something?
