Is it just me or does this feel like it should be preseason?

Like the new rank system is causing problems with match making and a lot of people are comparing, the crit changes, 3 champions who were good for a long time were murdered basically, some rune buffs and nerfs, galio was boken for like a patch.These last couple of patches feel more like preseason to me since the meta is changing, in preseason all it did was slow down the game basically but the majority of what was good before preseason was still good in it and it felt to me more like a mid season patch then a preseason. Also I swear I have seen more trolls then preseason. Please tell me what you think.
