Suggestion: Give high mastery players their picks

I'm currently trying to get my shiny lvl 7 mastery on Swain but in 2 games he was picked from me. And in both of those games, they fed their asses off. They obviously didn't know how to play Swain but they picked him anyway because he's new and inted.

I suggest that, in champ select, if more than one person pick intents the same champ but there's a high enough mastery difference, the person with the most mastery gets the pick.
