But all you did was remove 3 AD from her. She will have 3 less AD in the early game which is your intention but then she'll still have 3 less AD in the late game. What happened to the increase in scaling AD that was on PBE?

In other words, the 3 AD adjusted her early game by the degree they wanted right now without affecting her late game in any significant manner. They found this acceptable before moving into the Marksman update coming either in the next patch or the patch after that.
