this was the closest I was able to get to the 1.8 mark ( https://gyazo.com/a11c4b64527f76e4c34023c860c76667 ) which means each individual rune is worth about roughly 1.8667 AP so why didnt you round up instead of rounding down?

Also one may ask "don't you have to much time on your hands to go figure this out?" And the clear response to that is clearly XD.

I already knew this when flat armor penetration was around. Have 40 penetration vs thier 29 armor, skill says it does 100 damage, skill does 82 damage vs a champ with no defensive skills/passives/masteries and what would be 0 armor.

A CDR/lvl glyph rune gives ~0,0(925)% CDR per level - listed as 0.09% CDR/lvl At level 18 it gives 1,(6)% CDR - listed as 1.67% CDR. A complete set of CDR/lvl runes gives ~14,(9)% CDR at level 18 - listed as... 14,6%
