Cd and dmg are fine tuning. If you start messing with range, cast time, hitboxes and effects, the impact is bigger and often doesn't suit the attempt to move a champion's winrate by a few %.
Just look at Blitz, he was an underused champ until they include a lollipop hitbox with bonus range on his Q and suddenly he's become the hook champ with the best winrate of the game.
b/c attack fast and for a lot is fun
Because this is how the game is designed. They cannot change anything else because the card tower will fall.
Because buffs are more fun and enjoyable then nerfs and there are entire breakdowns showcasing that.
because pro season is going to start again sohrtly after Riot returns to the office and things like Sejuani's passive being stronger than it is now creates situations in wihch every game is Sejuani/Trundle/Jarvan and that shit is fuckin awful
