Will the new crit changes result in another ADC drought?

Caitlyn and Ashe are just now seeming to get a little footing after having so along of dealing with sub par win rates, will these new crit changes bring back another AD carry drought? A few youtubers for league are skeptical of the prospective changes and if their concerns have any merit it looks like it may be another Vlad, Swain, etc bot lane meta. Thoughts? Would you welcome this type of meta back or be like 'oh shit, here we go again' (no need to answer this if you're an adc main I think I know your answer XD )
