PBE

I'm not sure where this general question is, but if I have to repost it in another discussion page I will. But I have a PBE account, and I have friends who get RP every day, not sure if PBE gives RP away every day but I haven't been given any. Is there something I'm doing wrong? or do I have to purchase it?
